Detective Phelps was fatally shot while he and another officer were investigating illegal cultivation of marijuana in a field in Edmonson County, Kentucky.
Detective Phelps was assigned to Post 3 in Bowling Green, Kentucky.
In honor of his service and sacrifice, an eight mile stretch of Ky. 1153 was designated the Detective Darrell V. Phelps Memorial Highway.
