Incident
Inspector Kelly and two other officers were attempting to arrest a shooting suspect when Inspector Kelly was shot and killed.
Inspector Kelly was fatally shot when he and the other officers entered a hotel room to arrest a suspect from an earlier shooting at the hotel. A second officer was seriously wounded but was able to return fire and kill the suspect.

The Indianapolis Police Department has been disbanded and absorbed by the Indianapolis Metropolitan Police Department.
