Incident

District Chief Phelps was found deceased inside a fire apparatus at a fire scene. He had died from an apparent heart attack.

Chief Phelps had been named the Firefighter of the Year ("Mister IVFA") by the Indiana Volunteer Firefighters Association earlier in the year.
