Incident

As a boy Captain Westlay would run to fires to help with the "bucket brigade" and is a charter member of the old volunteer fire company. He was manning a water tower at the Snead fire and was frozen from the cold. He collapsed to the pavement and taken to his home where he never recovered. Succumbing to his injuries several weeks later.
