Incident
Sergeant Bullard died from complications of COVID-19 believed to have been contracted in the line of duty.
He began his service with the Independence Police Department as a dispatcher in 1975. He graduated from the police academy and became a police officer in 1977 and served until his retirement in 2011. After retirement, he continued to serve as a reserve officer.
